Description: ESRI polygon feature dataset containing building footprints (residential and commercial) and habitable floor leves for the Emerald, Bluff and Rubyvale Townships. Footptints were first mapped using recent high resolution aerial imagery, and using ESRI Arcmap software. Registered surveyors were then engaged to capture attributes relating to the buidling footrprint. Rapid survey techniques were used for significant parts as a way of capturing as many buildings as possible for the purposes of completing the Central Highlands Floodplain Management Study. The feature set is a work in progress and will continue to be updated. Specific detail regarding each of the coverage areas is provided below:Emerald TownshipFor most of the township of Emerald, habitable floor levels were captured using terrestrial LiDAR and high resolution terrestrial imagery acquired by Global Infrastructure Surveys and Rapid Survey Solutions with a vehicle mounted Topcon IP S2 Mobile mapping system (laser scanner and high resolution cameras for the imagery). The town was split into six largely equal sizes with six spearet stations and datastes and numerous ground control. Heights were interpolated using the imagery and the LiDAR point cloud via Topcon Spatial Factory software. There were difficulties using this technique for some properties where there were visual obstructions between the survey vehicle on the road, andthe building on the allotment. This meant for some properties this technique did not enable accurate extraction of floor heights. Murray and Associates were engaged to do ground surveys using Trimble R8 GNSS equipment to capture some key addresses along Selma Road between the Township and Fairbairn Dam; along Slack Drive;Codenwarra Road,; Patanga Place; Banyulla Close; Little Farm Road; Amethyst Drive and Donohoes Road. Some areas of town only have the footprint of the building captured, and no other attribute data. This pURpose of collecting the building data was focused on completing flood risk studies and developing the Floodplain Management Plan. Those buildings higher in the landscape and outside the maximum flood extent were not targetted.There are still gaps in the dataset, for which CHRC will progressively update with additional data capture programs.Rubyvale TownshipHabitable floor levels were captured using terrestrial LiDAR and high resolution terrestrial imagery acquired by Global Infrastructure Surveys and Rapid Survey Solutions with a vehicle mounted Topcon IP S2 Mobile mapping system (laser scanner and high resolution cameras for the imagery). Heights were interpolated using the imagery and the LiDAR point cloud via Topcon Spatial Factory software. Buildings within the floodplain extent were targetted, thus the remainder of the town outside the floodplain has not yet been captured.There were difficulties using this technique for some properties where there were visual obstructions between the survey vehicle on the road, andthe building on the allotment. This meant for some properties this technique did not enable accurate extraction of floor heights. BluffHabitable floor levels were captured using terrestrial LiDAR and high resolution terrestrial imagery acquired by Global Infrastructure Surveys and Rapid Survey Solutions with a vehicle mounted Topcon IP S2 Mobile mapping system (laser scanner and high resolution cameras for the imagery). Heights were interpolated using the imagery and the LiDAR point cloud via Topcon Spatial Factory software. RollestonHabitable floor levels were captured using Total Station and Robotics techniques by Murray & Associates.Outlying Rural PropertiesData was captured during other surveys undertaken to assess flood levels and investigate stream flows and flood risk. Techniques involved mainly use of Trimble R8 GNSS and Trimble Robotic S6 ewuipment tied to PSMs and AUSPOS derived values.File attributes include the following data fields - BUILDTYPE (Building type), CONSTRUCT (Building construction method), P_EXT_CLAD (Primary external wall cladding), Floor_AHDm (Habitable floor level in AHDm), V_ACCURACY (Vertical survey accuracy stated by registered surveyer, SURVEYDATE (Date of survey, and SURVEYOR (Registered surveyor who captured the particular point feature).
