Description: This dataset utilizes the NC Floodplain Mapping Program's Special Flood Hazard Area (SFHA) to estimate the flood inundation area caused by severe flooding from Hurricane Helene in Western North Carolina. The dataset was created by intersecting the SFHA with FEMA's SARCOP, NC's SAR damage points, and ICEYE's inundation analysis to identify flooded areas. If a SFHA polygon intersected any of these three datasets, that polygon was added to the inundation layer. Any ICEYE data that exceeded the boundaries of the SFHA was clipped from the ICEYE inundation layer and added to the Helene Estimated Riverine Inundation dataset. The layer was further updated based on NC Geodetic Survey high water marks. If a high water mark fell outside the estimated inundation area, the extent was "drawn in" to the contour line nearest the high water mark. This data is NOT 100% accurate, and is only an estimation of inundated areas based on contextual data inputs.
