Description: The Heritage Alert Overlay is a based on a predictive model of early human settlement in the Gisborne district, as identified in the Tairawhiti Resource Management Plan. The purpose of the Heritage Alert Overlay is to manage subdivision, use and development, to ensure that adverse effects on archaeological sites are avoided, remedied or mitigated. In considering whether to require an archaeological survey for any activity in the heritage alert layer that requires land disturbance Council shall have regard to the nature, form and extent of the activity, the likelihood of damage, modification or destruction of an archaeological site taking into account the nature of the existing development, the extent to which there has already been land disturbance.
